Advance an Application's Program through Stages

The Program Stages screen allows you to move a program between stages of the approval process. The system tracks the stage advancement and the date of the stage change.

Each stage has its own set of requirements that need to be satisfied before advancement is allowed. The prohibition symbol Plus-Program-prohibit-icon.png indicates incomplete requirements, and the green checkmark Plus-Program-check-icon.png indicates completed requirements.

The grid shows the history of all stage changes. Click a row in the grid to open the Edit Stage Information popup where you can add additional notes.

Advancement details on the stages the application is transitioning between:

  • Advance to SubmittedEither the applicant submits the application through the Homeowner Portal or an agency staff member advances the stage through the Agency Portal. All required and conditionally required fields on the application must be completed.

  • Advance to QualificationThe counselor advances the stage when they begin reviewing the application.

  • Advance to UnderwritingAll required checklist items for the Qualification checklist(s) must be completed and the Is Eligible checkbox on the Program Qualification screen is selected.

  • Advance to ClosingAll required checklist items for the Underwriting checklist(s) must be completed.

  • Advance to DisbursementAll required checklist items for the Closing checklist(s) must be completed. In addition, the Loan Forgiveness schedule must be selected on the Loan Tracking screen. The Disbursement Start Date on the Program Qualification screen must be entered and cannot be before the Actual Close Date. The Approval Date and at least one mortgage with the number of disbursements greater than zero must be specified on the Program Qualification screen.

    You can set the Status to Active, Inactive, or Repayment. The Repayment status indicates the applicant has broken the agreement with the agency, for example, sold their house. You must select a Repayment Reason to change the status.

  • Advance to MonitoringAll required checklist items for the Disbursement checklist(s) must be completed. In addition, all disbursements marked as Final Payment must have the status of Disbursed. Disbursements with the status of Pending can exist on the Disbursements screen.

  • Advance to CompletedAll required checklist items for the Monitoring checklist(s) must be completed. If the status is Repayment, then the required information on the Repayment Info tab of Loan Tracking must be complete.

After the program is stage 8 - Completed, you can no longer advance the stage. You can change the status to Inactive, if needed.

To advance the stage:

  1. Navigate to the application.

  2. Click the Program Stages option for the applicable program in the left navigation menu.

    The Program Stages screen opens.

  3. Confirm the requirements are satisfied (green check).

  4. Click Advance Stage in the top toolbar.

    The Advance Stage popup opens.

  5. The date defaults to the current date. Enter or select a different date if needed.

  6. Click Save.

Each program stage includes a set of valid corresponding statuses.

The system validates that no other applications for the same profile (homeowner) are currently active when you try to change the Program Status for an application to Active or Active - In Appeals. This ensures the system does not (re)activate a program when there is an existing application under the same profile that is already active (and not in Stage 7 or Stage 8).

  1. Navigate to the application.

  2. Click the Program Stages option for the applicable program in the left navigation menu.

    The Program Stages screen opens.

  3. Click Change Status in the top toolbar.

    The Change Status popup opens.

  4. Complete the required fields.

  5. Click Save.

  3. Click the row of the stage/status to edit.

    The Edit Stage Information popup opens.

    The popup shows the Inactive Reason field when displaying information for an inactive status.

  4. Update the Date, if needed.

    The date cannot be before the date of the preceding stage's Advance Stage Date and cannot be after the Date of the following stage's Advance Stage Date.

  5. Update or append the Notes, if needed.

  6. Click Save.

If needed, you can reverse an program to a previous stage or identify the program is Inactive.

  1. Navigate to the application.

  2. Click the Program Stages option for the applicable program in the left navigation menu.

    The Program Stages screen opens.

  3. Click Reverse Stage in the top toolbar.

    The Reverse Stage popup opens.

  4. Enter or select the Date.

    The date cannot be before the current stage's Advance Stage Date.

  5. Enter Notes about the reversal.

  6. Click Save.

The Actual Close Date field of the program is cleared.

The disbursement schedule will be deleted, including any manually created disbursements.

The Homeownership Retention Six Months Follow Up Date and Homeownership Retention Twelve Months Follow Up Date are cleared.

The program cannot reverse to the Disbursement stage if another program on the application is already in Stage 6 - Disbursement.
