Homeowner Portal Enhancements

Support for Multiple Applications Per Homeowner

The Homeowner Portal now supports multiple applications per homeowner. Multiple application support is determined by a configuration setting. Your agency's system administrator can work with ProLink to ensure the system is configured as expected if the agency supports multiple applications per homeowner.

After applicants complete the Program Selection, the system presents a popup that thanks the homeowner for applying to the program.

First Application; Subsequent Applications

Note

Even when the system is not configured for multiple applications, applicants will receive this new "Thank You" popup (the "first application" version).

Then after applicants complete Pre-Qualification, the system presents the popup that indicates pre-qualification before navigating the applicant to the application dashboard. This popup has been updated to include additional information for subsequent applications.

First Application; Subsequent Applications

Applicants can access a new list of all their applications. This is also where they can start a new application.

The system copies some of the data from the most recently submitted application that is Eligible and has progressed past Pre-Qualification. This data population saves the applicant time when completing additional applications.

Expanded Preferred Language Options

The Preferred Language field includes more options in the list. The picklist options include: English, Spanish, Arabic, Kurdish (Bandini), Kurdish (Sorani), Chinese, Korean, Vietnamese, Somali, and Laotian. The field is now a non-system picklist so that each agency can customize the language options.

Agency Portal Enhancements

Homeowner Application Updates to Support Multiple Applications Per Homeowner

The Agency Portal includes several updates in support of multiple applications per applicant. All applicants must have an email address and phone number; these fields make up the applicant's profile.

The Add New Homeowner Application screen has been updated. The top section has been renamed to User Profile Information (from User Information). Email Address has been renamed to Profile Email Address and MFA Phone Number has been renamed to Profile MFA Phone Number.

If the multiple applications functionality is enabled, then you will be able to perform a profile search when starting a new application for an existing applicant. After finding the applicant in the system, you can create an application for another program without having to re-enter the applicant's basic information.

Note

The UAT rebuild included an update to add the Program Category list to the Profile Search screen.

When viewing an application for a profile that has multiple applications, the Selected Application left navigation panel now includes a link to "View Related Applications." This link navigates you to the Manage User Profile screen (renamed from Manage Portal Account).

The email address and MFA phone number are now required on the Manage User Profile screen. The screen also includes a new section called Profile Applications that lists all applications associated with the profile. When you click a row in the grid, the system navigates you to the Overview screen for the selected application.

In addition, Agency Portal users can turn on or off multi-factor authentication for a user profile through the MFA enabled checkbox.

The system now validates that no other applications for the same profile (homeowner) are currently active when users try to change the Program Status for an application to Active or Active - In Appeals. This ensures the system does not reactivate a program when there is an existing application under the same profile that is already active (and not in Stage 7 or Stage 8).

The following data views include a new column for Profile Email Address: Checklist Items, Disbursements, Expenses, Loans, and Notes/Tasks. The following data views have renamed the Email Address column to Profile Email Address: Homeowner Applications, Program Qualifications, Program Stages.

Admin and Program Updates to Support Multiple Applications Per Homeowner

ProLink implemented changes to ProLink Admin functionality to help agencies ensure they do not exceed benefit limits for applicants who have applied to multiple programs.

The Edit Fund screen includes a new field called Maximum Lifetime Benefits per Profile.

The County Settings tab on the Edit Program Admin screen includes a new column called Maximum Lifetime Allocation per Profile, which is used to enforce benefit limits for the program across applications under the same profile. The screen also includes a new field called Maximum Lifetime Allocation per Profile, which updates the amounts for all counties for the maximum amount per profile. The existing Maximum Amount per County field has been renamed to Maximum Application Amount per County, which continues to update amounts for all counties for the maximum amount per application.

And you can view the benefit limits at the application level. The Edit Program Qualification screen on an application includes a new section for Profile Benefit Summary when the multiple application functionality is enabled. The existing Program Summary section has been renamed to Application Benefit Summary.

The system includes the following new validations related to program benefit levels:

  • Sum of Approved Amount across all Programs for all Applications under the Profile cannot exceed the Max Total Lifetime Assistance.

  • Sum of Approved Amount across the same Program for all Applications under the Profile cannot exceed the Max Lifetime Assistance for this Program.

Updates to Address Sync Behavior

Updates were made so that when you clear the Same as Mailing Address checkbox on the Property tab, the existing property address remains in place.

Data View Updates

The Total Scheduled Amount field has been added as an available column in the Program Qualifications and Disbursements data views.

Configurable Assignment Engine Stages

ProLink+ includes the following new configuration settings that control when and whether each role is assigned to an application:

  • AssignCounselorStage—Defaults to 2.

  • AssignIntakeClerkStage—Defaults to 1.

  • AssignUnderwriterStage—Defaults to 3.

When the config setting has a value 1–8, the system will assign a user in the role to applications in the stage represented by the number. Other values, such as 0 or blank, will result in no user being assigned in that role.
